2.5 Drawing capabilities. The plotter shall produce A3-A0 size engineering drawings, with a
2.00 cm (0.79 in) border limitation on all media, in monochrome single or multiple color at a speed of at least 41.00 cm/sec (16.1 in/sec) with high resolution. When pens are used, the pens shall move at a speed of at least 51.00 cm/sec (20.1 in/sec) in the raised position. Plot quality shall be consistent at all speeds and shall be repeatable.
2.6 Interface. The plotter shall interface with all computer-aided design (CAD) systems including MS DOS based systems. The plotter shall have RS-232-C interface capability, allowing direct connection to personal computers (see 6.2).
2.7 Voltage and cycles. The plotter shall operate on 50 and 60 Hz and be compatible with the following voltages: 100, 120, 140, 200, 220, and 240.
2.8 Operating and storage temperature. Plotter performance shall not be adversely affected when operating within temperatures ranging from 30 to 90 °F. The plotter shall not be damaged when stored in temperatures ranging from -25 to 120 °F, and relative humidity from 5 to 95 percent.
2.9 Identification marking. A data plate containing make, model, serial number, and Commercial and Government Entity Code (CAGE) shall be affixed to the plotter in a readily accessible location.
2.10 Instructions. Clear and logical operating and maintenance instructions shall be provided.
2.11 Case. A case shall be provided to store and transport the disassembled plotter and any operating supplies. The case shall be made of a sturdy, lightweight material and shall be
weather-tight. The case interior shall be cushioned. Handles shall be spring-loaded for easy use. The case shall prevent damage to its contents under normal shipping and handling conditions.
2.12 Treatment and painting. The carrying case and plotter shall be treated and painted in accordance with the manufacturer's standard practice. Special color or treatment requirements shall be specified (see 6.2).
2.13 Safety. All moving or sharp parts presenting a hazard to personnel shall be fully enclosed or guarded. All electrical system and wiring shall conform to NFPA No. 70, National Electrical Code. Operators shall not have access to components with voltage exceeding 30 V. Safety markings and labels shall identify any potential hazards and comply with ANSI Z535.4.
3. REGULATORY REQUIREMENTS.
3.1 Recoverable materials. In accordance with Section 23.403 of the Federal Acquisition Regulation, the Government's policy is to acquire items composed of the highest percentage of recoverable materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing the supplier's employees to undue health hazards from recovered materials.
